A city with persistent inhabitants

The developer says thousands of NPCs continue living their lives across districts. A three-tier “Ghost system” tracks out-of-district schedules, nearby unseen characters and fully visible NPCs differently to preserve performance. Not every simulated citizen will justify a search page; named characters with quests, relationships or services will.
