The wording confirms broad interior access but does not promise that every visible building can be entered. Location guides should distinguish functional interiors from scenery after the final map is available.
District structure
Large districts are separated by loading screens, while interiors are part of the freely explorable space inside them. New areas also unlock as the story progresses.
